If there is enough information available to write a full article, it can be okay to write a separate article about a contributing property like the Washington Inn one, but I think it is usually best, at least at first, to describe a place like that in a section within the larger historic district's article, which certainly should be developed to list all the major contributing properties. Going to the local library is probably a great way to get info to develop that article. They may have clippings files on historical sites, and they may have copies of the NRHP nomination documents (which you will find are very useful). Regards,

Here, you are bumping into the policy/guidelines on notability of schools, which has been sorted out through a lot of practice and argument elsewhere, and which I understand basically is just as Winnow is stating: that any high school is deemed notable but lower schools are not (unless they are notable for some other reason, such as exceptional architecture or notable association with desegregation court cases or other reasons that might be documented in an NRHP listing). You could not know about the practices beforehand. So, as Winnow suggests, merging the primary school articles into an article on the district (with a section on each school) is probably the best option. Good luck!
