While the Governors enjoyed a luxurious lifestyle, they had to bear the brunt of severe punishments for default, consequently, they were harsh on the people. Tana Shah – the last Sultan, with advice from his Brahmin ministers responsible for tax collection, introduced a reform whereby all taxes were collected by civil professionals for a region. The soldiers, government workers, court officials and all the Muslim elites were paid allowances from the Sultan's treasury. These reforms brought a large increase in revenues.
