conhecidas como herdade de Cira teriam sido doadas por D. Afonso
Henriques a cruzados ingleses, como reconhecimento pelo auxílio prestado na conquista de Lisboa, ao que se seguiu (em 1200) nova doação, por D. Sancho I, a um grupo de cavaleiros flamengos. Estas primeiras tentativas de povoamento de uma zona selvagem (de cuja vegetação de matagal provém aliás o topónimo de cira, ou xira) falharam, e em 1206 a herdade foi finalmente doada a D. Friolhe Hermiges, familiar da Ordem do Templo, que, de acordo com os seus privilégios, concedeu em 1212 o primeiro foral a Cira e às terras vizinhas, denominadas de Via Franca. Esta última seria provavelmente uma localidade ribeirinha, que honrava com o seu nome a livre circulação de pessoas e bens, em caminhos terrestres e fluviais, concorrente no ponto estratégico que a partir do século XIV já seria conhecido como Vila Franca de Xira. O foral templário foi reforçado, em 1510, por novo foral manuelino, a par dos de Povos e Castanheira, enquanto a vila se desenvolvia e crescia em importância comercial. Neste mesmo século XVI, Vila Franca deixou de pertencer à Ordem de Cristo (herdeira dos bens templários) e foi integrada na Coroa. O actual pelourinho data da época do foral novo, conhecendo-se inclusivamente a intenção régia, lavrada no próprio documento, de que se erguesse um pelourinho "de bom lavor, com suas escadas...", na localidade. O pelourinho está implantado no local original, embora tenha sido desmontado várias vezes; o largo onde se ergue, hoje conhecido por Praça Afonso de Albuquerque, deitava então para o rio, onde se situavam muitos cais de embarque. Do monumento quinhentista resta apenas uma parte da base e do remate, e o fuste. Os restantes elementos, sendo fruto de uma intervenção revivalista, seguem de forma geral a tipologia manuelina dos fragmentos existentes. Sobre o soco, formado por cinco degraus octogonais, levanta-se o fuste, assente numa base circular moldurada (original). A coluna é composta por dois blocos cilíndricos torsos, decorados com rosetas entre as estrias helicoidais, e ligados por anel duplo moldurado, sem outra decoração. O capitel segue a tipologia barroca, em forma de urna ou jarrão, com remate em taça invertida, friso de conchas, e uma pequena esfera em mármore. Embora resultante do restauro, respeita certamente os fragmentos e elementos fotográficos então encontrados, pelo que se compreende que o pelourinho já havia sofrido uma intervenção, talvez de inícios do século XVIII, quando foi remontado após um primeiro desmantelamento (no reinado de D. João VI, para facilitar o movimento das carruagens régias em direcção à zona dos cais de embarque). O conjunto é rematado por esfera armilar e cruz da Ordem de Cristo em ferro forjado, resgatada da antiga Quinta do Paraíso.
