Crisis in 1911 reflected the enduring bitterness caused in St. Petersburg by France's refusal to support Russia during the Bosnia crisis which ended with humiliation. Poincaré believed a rift in the Franco-Russian alliance could only benefit Germany. Germany would be encouraged to think that it was possible to threaten war with France as the Russians might not honour the alliance.
