In general there seems to be a trend to use a hyphen only where it adds clarity, but not to do so where it isn't really required or where there is no potential ambiguity. I'm sure you'd agree that there's little ambiguity with "locally owned mills", unlike the phrase "rock-hard cake", which is very different from "rock hard cake" (which sounds like it's hard cake made out of rock).
