Finally, in their internal reports the bureaucrats in the old Bulgarian intelligence agencies would have had a vested interest in exaggerating their success in recruiting "informants", and could have easily described an unknowing informant as if they'd "recruited" her. I'm not saying we know any of this one way or the other. But the situation is murky based on what's publicly known so far. So I think BLP applies.
