Bianjing, as the capital, would be the city with the palace. The concept of having multiple palaces, as far as I can tell, really dosen't come into play for a few centuries. The noteworthy secondary palaces, such as Yuanmingyuan, are all post Song.

Based on my understanding, there really isn't a Chinese word that quite works like "the" works in English. The people of the Song Dynasty wouldn't have used it, they'd have referred to the gates the same way we did, direct proper noun reference.
