335:. After negotiations between the Italians and Tripolitanian chiefs, on 1 June 1919 the Fundamental Law of Tripolitania (granting the natives full Italian nationality) was enacted. Despite the agreement, the Italians refused to implement the law. This led to the formation of the National Reform Party, led by Azzam, to pressure the Italians to uphold the law.
