He was the Bolivian Minister of Public Instruction and of Foreign Affairs on various occasions between 1909 and 1931. He is considered one of the most important reformers in the public education of his country being the founder of the first school for teacher training. In charge of his country's foreign affairs, he was the main signatory for Bolivia in the 33: 323:
