Failing to achieve results with a complete trade ban, the Qing arranged a treaty with Kokand that granted Kokandis “the right to live, trade, and levy taxes appoint consuls with extraterritorial jurisdiction over their compatriots in China,” alongside an indemnity. The precedent set by the treaty with Kokand made the Nanking Treaty palpable enough that the Qing did not immediately regard this settlement as a disastrous capitulation.
